Solution. #3. Change fur to another setting other than simulated, that stuff is rough on any system. If that still doesn't fix or improve performance quite a bit then try not use Game Works feature by Nvidia on some of the settings it's involved in. Nvidia dropped support for it's Game Works thing years ago apparently.

I can't run everything on High so I thought maybe going for some 'optimized' set of settings used for consoles would be a good idea, unless everything on console is high. Noone has said what it is but console has no extra settings and it looks lower than ultra I would say console is the high setting with no added effects and ssbc enabled. But
Reloading. Crouching (stealth mode) / sliding (press the button when the character is running). Opening a parachute (in flight). Jumping / vaulting. Last weapon (by default you can quickly switch between 2 weapons). Healing your character - you need to hold down the button and have at least 1 healing charge in reserve.
3) Game doesnt load NPC's, Missions, Objectives etc; This is the exact same fix as Solution #2 - People having this issues will have to constantly Alt+tab so the game re-registers its progressed state - a simple reinstall in a different directory should solve this issue!
